A Port Security Charge (PSC) will be collected starting August 15, 2006, by the container terminal operators at the port of Hong Kong, for all import and export laden containers, with the exception of international transshipment boxes and empties, at a charge of HK$20 per TEU and HK$30 per FEU (40ft or 45ft). The Hong Kong Association of Freight Forwarding & Logistics Ltd (HAFFA) is recommending to its members an indicated rate of HK$5 per Bill of Lading for LCL (less-than-container-load).
The Council has come to an agreement on the PSC with the following:

Payment of PSC:
It has also been agreed that an Administration Fee of HK$2 per container shall be paid to the Council during a period of 12 months from implementation, and to be extended with the agreement of the CTOs. The Administration Fee will be passed on directly to Hong Kong shippers. Shippers using e-transaction (paperless); or buying PSC e-coupons and PSC paper coupons from the Council and related trade organisations at the net rate of HK$18 per TEU and HK$28 per FEU (40 or 45ft).
Shippers could purchase PSC Paper Coupons from any one of the following organizations at net price of HK$18 (for HK$20 coupon) and HK$28 (for HK$30 coupon) and pass to the trucking companies that shippers use before delivery or collection of containers.

Characteristics of PSC Paper Coupons
The PSC Paper Coupons are fully transferable and have no expiry date
Each PSC Paper Coupon has its own bar code
When the trucker arrives at the gate of the terminal, operation staff will scan and take away the coupon with bar code printed on it – Part B (登記聯). Trucker may keep the coupon on the right hand side – Part C (客戶聯).
